New malaria maps to guide battle against the disease

A new suite of malaria maps has revealed in unprecedented detail the current global pattern of the disease, allowing researchers to see how malaria has changed over a number of years.

In a study published in the Malaria Journal, a multinational team of researchers from the Malaria Atlas Project (MAP), funded mainly by the Wellcome Trust, present the results of a two-year effort to assemble all available data worldwide on the risk of Plasmodium falciparum malaria, the most deadly form of the disease. Using computer modelling and data on climate and human populations, they have revealed the complex landscape of malaria across the globe. The maps build on the first ever Atlas of Malaria-Eliminating Countries published earlier this year.

Malaria continues to exert an huge burden of illness and death worldwide but, after decades of neglect, the war against the disease has entered an unprecedented era: it is high on the policy agenda, international funding is beginning to translate into real increases in populations protected by bed nets and other key interventions, and a growing body of evidence points towards important reductions in illness and death.

The maps have been made freely available, along with a wide range of other malaria resources via the launch of a new online portal at www.map.ox.ac.uk. The research was led by Dr Pete Gething from the Department of Zoology at the University of Oxford. He says: "These new maps and our online portal are really aimed at everyone involved in the battle against the disease: from the major international organisations and funders, to other scientists, to those actually doing the disease control work on the ground."

However, in order to allocate funding where it is most needed, accurate maps detailing where the disease is most intense and where the largest concentrations of people at risk are found. The new maps reveal for the first time the startling variations in malaria risk, even over short distances.

Dr Simon Hay, who leads the MAP group in Oxford, explains: "It's increasingly clear that malaria transmission is extremely heterogeneous. This means a one-size-fits all approach to controlling is not appropriate. What works in one place might not work elsewhere. These maps are designed to help unravel that complexity and provide a practical guide to help target resources."

Sir Richard Feachem, Director of the Global Health Group at the University of California, San Francisco, and Chair of the Malaria Elimination Group has welcomed the role the new maps can play in pursuing malaria elimination. He says: "From the perspective of elimination, the key message is that malaria transmission is actually very low across large swathes of the endemic world - including the 36 countries currently engaged in elimination programmes. Mapping transmission levels in detail helps to guide these initiatives and highlights how, with concerted effort and sustained financing, we can continue to shrink the malaria map."

Israel, US to stage major defense drill

The Israeli military is gearing up together with U.S. forces for a major missile defense exercise, the Israeli military announced Thursday, as tension between Iran and the international community escalates.

The drill is called "Austere Challenge 12" and is designed to improve defense systems and cooperation between the U.S. and Israeli forces. It follows a 10-day Iranian naval exercise near the strategic Strait of Hormuz.

Israel's military said the drill with the U.S. was planned long ago and is not tied to recent events.

Both Israeli and U.S. officials said the exercise would be the largest-ever joint drill by the two countries.

The Iranian war games came as the West was adopting new sanctions against Tehran over its nuclear program, charging it is making weapons. Iran insists its program is peaceful.

Israel considers Iran a strategic threat because of its nuclear and missile programs and support of violent groups in Lebanon and Gaza, as well as frequent references by Iranian President Mahmoud Ahmadinejad to Israel's destruction.

The Israeli military spokesman did not give a date for the drill Thursday, but a senior military official said it would be in the next few weeks. He said it would be the biggest missile defense drill ever held. He was speaking on condition of anonymity due to the sensitivity of the issue.

The Israeli official said thousands of American and Israeli soldiers from different units would take part. He said the drill would test multiple Israeli and U.S. air defense systems against incoming missiles and rockets. Israel has deployed the "Arrow" system, jointly developed and funded with the U.S., designed to intercept Iranian missiles in the stratosphere, far from Israel.

"The U.S. European Command and the Israel Defense Forces periodically conduct routine exercises in Israel," the Israeli military said in a statement. "U.S. European Command routinely works with partner nations to ensure their capacity to provide for their own security and, in the case of Israel, their qualitative military edge," it said.

Thousands of U.S. and Israeli troops held a similar exercise in 2009, code-named Juniper Cobra 10, designed to test missile defense technology.

Martin Van Creveld, a military historian at the Hebrew University of Jerusalem, said Thursday that the drill was intended not only to practice military maneuvers but also to pressure Iran.

"Defending against an attack is not something that you improvise from today to tomorrow. it's something you have to prepare, you have to rehearse, you have to prepare for," Van Creveld said. "This, among other things, is an exercise to show Iran, the people in Tehran, that Israel and the United States are ready to counterattack," he said.

U.S. Defense Secretary Leon Panetta previewed the exercise in a speech last month, saying it would be an example of unprecedented levels of defense cooperation that the Obama administration has achieved "to back up our unshakable commitment to Israel's security."

Panetta said the drills will enhance the ability of the two military forces to operate together and test new ballistic missile and rocket defenses. "Those new capabilities are themselves a product of this unprecedented defense cooperation."

Andrew J. Shapiro, assistant secretary of state for political-military affairs, said in a November speech that the upcoming exercise will be "by far the largest and the most significant exercise" involving the two nations.

Tunisian president says liberties to be protected

PARIS (Reuters) - Tunisia's new constitution is likely to contain provisions on women's rights and individual liberties, and the country will need a constitutional council to uphold it, new president Moncef Marzouki said in an interview published on Sunday.

Marzouki, a political prisoner under ousted president Zine al-Abidine Ben Ali, was elected president as part of a power-sharing deal with the moderate Islamist Ennahda party, the winner of Tunisia's first democratic election, held last October.

The most powerful position, that of prime minister, will be held by Ennahda's Hamadi Jbeli, raising fears among some secularists that Tunisia could shift towards a stricter Islamist moral and legal code, undermining its liberal values.

Speaking to the French news website Mediapart, Marzouki played down such concerns, stressing that the respect of human and more specifically women's rights had been an important condition of the power-sharing deal.

Coalition parties are now drafting a new constitution which he said would enshrine those demands in law.

"In all likelihood we are going to have a constitution that is very specific on human rights, on women's rights, on public and private liberties," he said.

"We are going to have the best text possible, but we will need a constitutional court to protect it."

Tunisia became the birthplace of the "Arab Spring" uprisings last January when protests forced the autocratic Ben Ali, in power for more than 23 years, to flee to Saudi Arabia.

Marzouki said the dictatorship had left scars on the Tunisian people and that the new rulers would do everything possible to divide powers between the president and prime minister to prevent history repeating itself.

Nigeria President declares state of emergency in some of north (Reuters)

ABUJA (Reuters) ? President Goodluck Jonathan declared a state of emergency on Saturday on parts of northern Nigeria plagued by a by a violent Islamist insurgency, and said he would shut any borders with other nations in those areas covered by the decree.

"I have in the exercise in the powers conferred on me ... declared a state of emergency in the following parts of the federation," Jonathan told state TV, before going on to list the northern local governments affected by the decree.

"The temporary closure of our borders in the affected areas is only an interim measure designed to address the current security challenges and will be resumed as soon as normalcy is restored," he added, in a speech addressing deadly Christmas Day bombings by the Boko Haram sect a week ago.
